Administrative history

 Edavaka Panchayat

After India attained independence, local self-government systems differed from state to state. Article 40 of the Indian Constitution directed states to establish Panchayats and empower them to function as institutions of self-government. This provision was also included as Entry 5 in the State List of the Seventh Schedule of the Constitution. Although many states enacted laws for Panchayats, significant progress in strengthening local self-government did not take place initially.

With Prime Minister Jawaharlal Nehru showing keen interest in improving the Panchayat Raj system, Balwantrai Mehta was appointed in 1957 to study the matter and provide recommendations. Based on the committee’s report, which was approved by the National Development Council in 1958, Prime Minister Jawaharlal Nehru inaugurated India’s first Panchayat Raj system at Nagaur in Rajasthan on 2 October 1959. Balwantrai Mehta later came to be known as the “Father of Panchayat Raj.” In Kerala, his birthday, February 19, is observed as Panchayat Day.

Before independence and until 1960, Kerala had different local governance systems in Travancore, Cochin, and Malabar, which was then part of the Madras State. Wayanad, including Edavaka, belonged to the Malabar region of the Madras State. Local administration in the Madras State, including Malabar district, was largely carried out under District Boards.

On 1 November 1956, Travancore, Cochin, and Malabar were merged to form the state of Kerala. In 1957, following the general elections, the ministry led by E. M. S. Namboodiripad assumed office. Like other Indian states, Kerala introduced Panchayats and enacted legislation for their functioning. Panchayats established under the Kerala Panchayat Act of 1960 initially functioned under Special Officers. Elections to local self-government institutions were held during November and December 1963, and the newly elected governing bodies came into existence on 1 January 1964.

The first governing body of Edavaka Panchayat was headed by Shri P. Kunhiraman Nair as President. Shri T.S. Parameswara Iyer served as Vice President, and the members included A. Sankaran Nambiar, Munjanattu Paily, P.E. Gopalan, Poolakkal Vellan, and Smt. P.C. Devaki Amma. Smt. Devaki Amma was a nominated member. The government extended the term of this governing body several times, and it continued in office until 31 January 1979.

In 1964, the Edavaka Panchayat Office started functioning in a rented building at Pandikkadavu owned by Ali Hassan Moithu.

On 29 May 1976, the Panchayat shifted to its own office building constructed on ten cents of land donated free of cost by Chaliyadan Kunjabdulla Haji at Pallikkal. The building was inaugurated by Local Self-Government Minister Shri Avukkadar Kutty Naha.

Following the elections held in January 1979, a new governing body assumed office with Shri E.M. Sankaran Master as President and Shri V. Ibrahim as Vice President. The Panchayat committee had nine members, including M.N. Shambhu Master, O.T. Kunhananthan Nambiar, A.M. Kunhiraman, V. Kunjikkoya, Thurakka Tharuvai, Cheriya Raman, and Smt. C.U. Elamma. This governing body continued until 18 October 1984.

As in many other Panchayats in Kerala, Edavaka Panchayat was subsequently placed under administrative rule until 1 February 1988. The Taluk Panchayat Officer functioned as the Administrator during this period.

In the 1988 elections, Edavaka Panchayat had ten wards. Shri E.M. Sankaran Master was elected President, and Smt. C.U. Elamma became Vice President. Other members included Smt. Mary John, O.T. Kunhananthan Nambiar, K. Balakrishnan, A.M. Kunhiraman, Moodambath Mohammed, K.K. Vellan, K.T. Prakash, and Aniyarath Ahmed. On 10 February 1994, Panchayat governing bodies were converted into Administrative Committees and allowed to continue until fresh elections were held.

On 13 January 1990, the Panchayat Cultural Centre was inaugurated by Electricity and Rural Development Minister Shri T. Sivadasa Menon.

Under the Kerala Panchayat Act of 1960, Panchayats were granted only limited financial and administrative powers along with very modest resource bases. During this period, the Panchayat system functioned only at the village level.

History of Governance in Edavaka Grama Panchayat

The present three-tier Panchayat system and urban local bodies in Kerala function on the basis of the Kerala Panchayat Raj Act and Kerala Municipality Act passed by the Kerala Legislative Assembly in 1994, following the 73rd and 74th Constitutional Amendments enacted by the Indian Parliament in 1993

According to the Kerala Panchayat Raj Act of 1994, the local self-government bodies that came to power on 2 October 1995 through the general elections held in September 1995 were granted greater responsibilities and powers. In Edavaka Grama Panchayat, the governing body that assumed office through this election was led by Shri K.J. Mathai. Apart from President Shri Mathai, the other ten members were:

In 1997, this governing body lost its majority. Subsequently, a new governing body assumed office with Shri E.M. Sankaran Master as President, Shri Illikkal Thomas as Vice President, and Shri Justin Baby as Standing Committee Chairman. This governing body continued until the elections held in September 2000. During this period, amendments were also made to the Panchayat Raj Act based on the Sen Committee Report.

A new governing body took charge of Edavaka Grama Panchayat on Gandhi Jayanti Day, 2 October 2000, with Smt. Lillykutty Teacher as President. By this time, the number of wards in the Panchayat had increased to thirteen. The other members of the governing body were:

During the tenure of this governing body, from September 2006 onwards, Shri K.R. Jayaprakash served as Vice President, Shri Manu Kuzhiveli served as Chairman of the Development Standing Committee, and Smt. Ajitha Mohan and Smt. Girija Sudhakaran served as Chairpersons of the Welfare Standing Committee.

Shri Chandu Poolakkal, the member representing the Eighth Ward, passed away on 22 July 2010. Since less than six months remained in the term of the governing body, no by-election was conducted for the ward.

In 2006, the renovated Panchayat Office, rebuilt as part of the Golden Jubilee Memorial project, was inaugurated by Local Self-Government Minister Shri Paloli Mohammed Kutty.

In 2008, the state-level inauguration of the Front Office System and the commencement of Front Office operations at Edavaka Panchayat were officially conducted.

As the five-year term of the governing body ended on 1 October 2010, administrative responsibility of the Panchayat from 2 October to 31 October 2010 was vested in an Administrative Committee consisting of the Grama Panchayat Secretary, Assistant Engineer, and Village Extension Officer, until the newly elected governing body assumed office.

By the time of the 2010 local self-government elections, the number of members in Edavaka Grama Panchayat had increased to nineteen. In accordance with the 2009 amendments to the Kerala Panchayat Raj Act, reservation for women was increased to fifty percent of the seats (ten out of nineteen in Edavaka). Similarly, the number of Standing Committees was increased to four, and fifty percent of Standing Committee Chairperson positions were reserved for women.

The governing body elected in the October 2010 general elections assumed office on Kerala Piravi Day 2010 (also celebrated as Wayanad Piravi Day). The members of the governing body were:

As the term of the governing body ended in November 2015, the administrative responsibilities of the Panchayat were temporarily vested in an Administrative Committee consisting of the Grama Panchayat Secretary, Assistant Engineer, and Agriculture Officer from 12 November until the newly elected governing body assumed office.

The newly elected members took oath and assumed office on 1 November 2015. For the 2015–2020 term, the position of President was reserved for a Scheduled Tribe woman. The governing body was led by Smt. Usha Vijayan, who was elected from the First Ward, Orappeel, in Edavaka Grama Panchayat.

If we examine the history of Edavaka Panchayat from its inception, the present governing body is the ninth administrative committee to hold office (during the 1995–2000 period, Shri K.J. Mathai and Shri E.M. Sankaran Master served as Presidents). The timely progress achieved by Edavaka is the result of the collective efforts, cooperation, and unity beyond party politics shown by all the members who led the Panchayat administration over the years. The contributions of the staff members and implementing officers, especially during the People’s Planning period, who provided excellent support to Panchayat activities, are highly commendable.

Decentralization of Power and People’s Planning

Through decentralization of power, the 1995 local body elections marked the beginning of a revolutionary transformation that completely redefined the existing concepts of development and welfare. Local governments were entrusted with the authority and responsibility to formulate and implement development plans at the grassroots level. The newly elected Panchayat representatives entered into a governance system that was entirely different from the Panchayat structure that had previously existed in Kerala, and indeed in India as a whole. Based on the new legislation passed by the Kerala Legislative Assembly, substantial powers were transferred to local governments in Kerala. Although there were many shortcomings in the initial stages, the new governing bodies provided leadership for a development-oriented transformation.

A far-reaching social transformation through local self-government was initiated by the People’s Planning Campaign, inaugurated on 17 August 1996 at Nayanar Bhavan in Thiruvananthapuram by the then Chief Minister E. K. Nayanar and Opposition Leader A. K. Antony. By learning the fundamentals of People’s Planning themselves, educating the community, and systematically planning and implementing welfare and development activities, Edavaka Grama Panchayat also advanced steadily along the path of development.

A large section of society, cutting across political parties, castes, and religions, came forward to support the preparatory activities necessary to realize the Panchayat’s development dreams. To overcome the lack of basic planning data, volunteers visited various government offices, conducted information gathering exercises and transect walks, collected data, and travelled extensively across the Panchayat through Gram Sabhas. The governing bodies that led the Panchayat at different times provided constructive leadership to ensure that the tireless efforts of volunteers engaged in coordination and project preparation achieved meaningful results.

When the People’s Planning Campaign began in 1996, ordinary citizens with no prior experience entered the fields of planning and implementation. Their dedication and efficiency became highly instrumental, not only in Kerala’s overall development sector, but also in giving wings to Edavaka’s development aspirations and helping transform them into reality.

Edavaka Grama Panchayat is situated in the Mananthavady Block of Mananthavady Taluk in Wayanad district. Spread across the villages of Nallurnad and Edavaka, the Panchayat has a total geographical area of 47.26 square kilometres. The Panchayat consists of 21 wards.

The boundaries of the Panchayat are:

  • North: Mananthavady River, Thavinhal Grama Panchayat, and Mananthavady Municipality
  • East: Panamaram Grama Panchayat
  • South: Vellamunda Grama Panchayat
  • West: Thondernad Grama Panchayat
